If i used a card like ';The Regulation of Tribe'; and chose the monster with ';Heart of Clear Water'; to tribute would the monster be destroyed or would it still stay on the field because of ';Heart of Clear Water';Question about Yugioh card ';Heart of Clear Water';?

Tribute is Not Destroying cards,the are not the same,i know Tribute is also sending monsters cards to the grave but they r different
